The report says the higher fatalities is because we had record high temperatures last spring. The thought being the longer the riding season the more riders on the road and, I guess, the greater likelihood that riders will be killed. If true, then the high fatalities should be limited to those states where a longer riding season matters, and conversely, the fatalities should be level or have gone down in southern states where the riding season isn't as affected by temperatures.
Hmmm....that's pretty consistent with the data.
